- Phase 1 — $1,300,000: land for three new rural clinics and the hospital, wells, fencing, landscaping and community outreach.
- Phase 2A — $1,555,000: Ilbissil Community Hospital construction, staff housing and guest housing.
- Phase 2B — $984,000: hospital equipment, health information system and staffing.
- Phase 3 — $615,000: construct, equip, staff and open three rural health centers.
- Phase 4 — $1,200,000: five years of operating and community-outreach support.
